    When notified / acesucd of a Fraud Accusation by the EPA Emissions Program, you are usually given the reason in the notification. The reason(s) should have specific dates and acts that do not comply with their regulations. They probably won’t give you a trial per se but may allow you to appeal their decision if you have proof contrary to their findings. The appeal process may also have a specific time frame. Your best course of action may be to inquire as to the process for your re-certification or reapplying for a license. Furthermore, a settlement (I guess you mean monitary) would only happen if you brought suit against them (with significant evidence to support your claim) and won. Gather what evidence you have, the infomation the EPA Emission Program sent you and see if you can get a free consultation with a law firm. They will be able to tell you if they would take your case on a contingency basis. Good luck!

    ,sir i have experienced the same pebrlom with this pa emission testing.and what pisses me off is that i invest my money while some inspection officer who came to my shop and shut me down .i never had a trial i requested a trial and was told .that i cant have one .and this is america .the epa have more power than the american constitution .i wanted a trial to expose the epa for emission testing fraud .the same thing they accused me off .but the epa and the government can shut me down without a trial..for this reason sir .any time i watched the news and i see one of these officials get harm i always wander what they did to piss the citizen off.americans pay billions in unnecessary repairs with this emission testing fraud by using the check engine light for a pollution test.it is also for this abuse of power of the epa that many american businesses are closing down and moving to other countries .and i dont blame them.
